Overview

New York State Department of Environmental Conservation:

The Bureau of Solid Waste, Reduction and Recycling is within the New York State Department of Environmental Conservation, Office of Environmental Quality, Division of Solid and Hazardous Materials. The Bureau administers the regulatory and technical assistance programs for recycling, waste tire and construction and demolition debris facilities; biosolids management; composting and waste transporter permitting. The Bureau also administers financial assistance programs for local government waste reduction and recycling initiatives.

Empire State Development:

Environmental Assistance for Business

Empire State Development's (ESD) Environmental Services Unit encourages activities that strengthen the State's economy while helping to protect and preserve the environment. ESD can help businesses identify and transform environmental concerns into market opportunities and competitive advantages.

Through its Environmental Services Unit (ESU), ESD provides financial and technical assistance to help New York State businesses through the following programs:

Environmental Investment Program (EIP)

Through its Environmental Investment Program (EIP), ESU invests in projects that produce measurable results in pollution prevention, reuse and/or recycling. Eligible projects enable businesses and institutions to capture the economic benefits associated with:

  • improved environmental performance,
  • increased productivity and competitiveness,
  • job creation and retention, and
  • expanded recycling capacity.
Projects are awarded on a competitive basis and eligible applicants include small and medium sized New York State businesses, non-profit organizations, and municipalities on behalf of New York State businesses.

Funding is available for three types of projects:

Capital Project - Support for physical assets (i.e., land, plant, machinery and equipment), improvements to real property, and infrastructure.

Research, Development & Demonstration Project - Answer key business questions leading directly to commercialization or implementation of product/process ideas.

Technical Assistance Projects - Assistance to NYS businesses to achieve pollution prevention, reuse or recycling results.

Small Business Environmental Ombudsman (SBEO)

Through its Small Business Environmental Ombudsman (SBEO) program, ESU provides businesses with free, confidential assistance in understanding and complying with air quality regulations.

Small businesses typically do not have environmental managers, consultants, or attorneys on staff to interpret complex air quality requirements or to keep up with regulatory changes and developments affecting their businesses. In response, the SBEO program provides a wide range of services including:

Compliance Assistance - Determining which air quality regulations affect operations and offering assistance throughout the compliance process.

Regulatory Assistance - Assisting companies in cutting red tape and streamlining interactions between small companies and all levels of government.

Referral Services - Referring companies to an extensive network of small business assistance programs that provide technical services at the local, state, and federal levels.

Outreach/Education - Updating small businesses about important regulatory news and deadlines, sponsoring state-wide information workshops regarding important regulatory developments, and publishing informational materials to help businesses understand the regulations that affect them.

Advocacy Services - Tracking developments in air quality regulations and representing the interests of small business before federal, state, and local agencies in the creation and implementation of environmental policy.
